How about something like this?

"The IANA will accept all eligible address space that is offered for return.
Eligible address space includes legacy address space and address space
returned by the RIR to which it is assigned and not previously designated
for special use by an RFC published by the IETF."


That would allow deprecation of relevant RFC's to occur without having to
circle back around and change the policy again.
