Hi Martin,

You're stepping on a land mine here. Suggest something more along the lines of:

Eligible address space includes any IPv4 addresses between 0.0.0.0 and
223.255.255.255 except those addresses excluded by RFC where the RIR
(or registrant of record where no RIR holds authority) explicitly
returns the space to IANA.
