[arin-ppml] Alternative to arbitrary transfers

In fairness to Owen. I aksed this because I am trying to figure out
where the different groups fall in terms of transfer. I see LRSA, RSA,
and legacy groups and I see mostly small block holders, indifferent,
and likely to participate in a market paired.
Anyone want to offer a self-correlation, public or private?
