Leo your logic is correct, as usual I believe.  

However, one would hope that an issues as important as this, "the return of 
resources", would be more directly dealt with in ARIN's Policies.  It could, 
and probably should, reference RFC 2050 section 3.1 for support.  But, I 
believe it is particularly important to raise the profile of this issue as we 
approach IPv4 Free Pool Exhaustion, especially if you are of the non-
liberalized transfer policy persuasion.
