That is not the intent.

The intent is for the policy to only enable transfer of blocks
for which ARIN is RESPONSIBLE, i.e. blocks which the IANA allocated
to ARIN or which were transferred to ARIN under the ERX process.
This has nothing to do with where the addresses are used or where
the organization is located.

Some global networks get all their addresses from one registry.
Other global networks get addresses from all 5 registries depending
on which continent their network infrastructure is located. Both
kinds of networks are doing the right thing.
