I don't understand your point.  The policy is enforced
by staff checking the address of the organizations and
not processing transfers outside of region.  

If you're arguing that people might set up phony offices
just to get ARIN addresses, I respond:
* why would anyone do that?
* is it likely to be so many that the policy is useless?
* so what if they do?
* if the office goes away, they stop receiving invoices and
paying their bill, and ARIN revokes the address space

FWIW, I'm not saying I support this proposal necessarily,
I'm just not convinced that your argument is strong.
