[arin-ppml] Policy Proposal 2008-2: IPv4 Transfer PolicyProposal -Revised

What actions are we going to take regarding ARIN registered IP space that is
being used on a host or network geographically located outside of "ARIN
service area"?  

Are you saying that if "International Widgit Import Company" out of
Winnipeg, Manitoba,Canada gets an IP block that they cannot use a subnet of
that network at their office in Hong Kong?  If so what are we going to do to
police that?

The same questions apply to Mitsuyama Ball Bearing Co. who registers a
network using their Grafton, Iowa, USA address and then implements them at
their Tokyo, Japan plant..  

If the answer to what we are going to do is "Nothing" then the verbage
itself is superfluous..
