In the earlier version, there were several circumstances (termination by
holder due to cause, the failure of ARIN to perform due to force
majeure,
or ARIN's termination for convenience) that could have resulted in the
revocation of the number resources under agreement. There was ample
community discussion of these situations and need to minimize the the
risk of revocation for those who simply want to come under agreement
and maintain current information. As a result, this revised version
of the LRSA is now available which eliminates these circumstances or
prevents revocation of included resources should they occur.
There does indeed remain some situations (e.g. on termination by ARIN
due to applicants failure to comply with terms and conditions of the
agreement) which provide for the revocation of the included resources
under agreement, but this is also true of the standard RSA. It would
be fairly easy to further refine what circumstances (if any) warrant
revocation, but until the community makes that very clear, I personally
don't see how ARIN can completely exclude it from the Legacy RSA.
