As I read it, ARIN still has the option of taking the address space upon
termination. I still consider this a deal breaker.
ARIN needs to decide if it wants good information from legacy holders (and
maybe some financial support) or it wants to get too wrapped up in legalese
and convince people to stay away,
I still think something like my LRSA lite proposal can get the info needed so
the whois and such are up to date and still protects the legacy holders rights
to their addresses.
