[arin-ppml] the Transfer Policy Argument Space

Owen,

I like / agree with your suggestion for the "...maintain the/a IPv4
Internet" question progression.  I am updating the chart now to
reflect that change.  Thank you!  I also agree that most if not all of
these variables are still VERY uncertain.  Hopefully if we can all
come to a consensus on the questions, we can start really finding
answers to them as well; instead of just rehashing our own opinions on
the ppml (speaking very generally - not about you, or anyone,
specifically :)).

I don't presume to speak for Owen who proposed that Steve take a look
but I do agree that this would be helpful.  For my part, I was
intentionally vague with my wording, leaving it at just 'risk' because
I fear that there are possibly more potential issues here than I can
imagine.  Although I do assume that the vast majority would fall under
the legal risk category, at least eventually.  When crafting the last
two questions I was thinking specifically of direct legal implications
on the 'liberalized transfer policy' side (could ARIN somehow be
entangled if a transfer involved fraud or other wrong doings) and more
of less directly legal, possibly more perception issues on the 'keep
the policy the same' side (basically in line with what you stated
previously about fulfillment of duties) but this could also become a
legal or political / outside intervention issue if it went far enough.
