[arin-ppml] The Library Book Approach to IPv4 Scarcity

You CANNOT get people to do anything without a consequence if
they fail to do it.  If you subtract fees from this embryonic
proposal, the only thing ARIN has left to compel people to
document their network is the threat of not allowing them to
obtain more IPv4 numbering.  A threat that is meaningless unless
the requestor has need of more IPv4.

And guess what?  Requiring people to document their utilization
is ALREADY A REQUIREMENT for obtaining additional IPv4!!

Please refrain from re-inventing the wheel.
