[arin-ppml] The Library Book Approach to IPv4 Scarcity

Stop at the first paragraph.   Fees won't work.   They will either be  
protested or people will happily pay them to avoid having to  
renumber.  And letting organizations return just part of their unused  
space is a very odd precedent.

I would support a proposal based around the first paragraph, without  
mention of fees or weird "dribble-back" schemes.
