[arin-ppml] Q1 - ARIN address transfer policy: why the trigger date?

Hi Milton,

Are you asking for a hypothetical answer that assumes that the  
resource proposal is adopted, or a hypothetical answer that assumes  
that the proposal is not adopted and the status quo remains unchanged,  
or something else entirely?

There are many possibilities either way, but I think it would be good  
to clarify what you're looking for before everyone starts chiming in  
and creating needless confusion (c.f., the last thread on "creating a  
transfer market").
