That depends on the definition of "we". _If_ transit operators don't
approve they only need participation from a handful of big networks to
render black/grey-market address-blocks useless. "We", as in everybody
else, can do little but watch should that happen.

Some people are willing to trade just about anything for a profit. That
doesn't mean that every form of profitable transaction must be
permitted.
