Liberalized transfer is going to happen whether we like it or not.
One need not look futher than ebay sales, webhostingtalk all-stars
"buying" up swamp space under shady pretense, etc.
I'd rather ARIN institute policy for it, so we can at least try and
keep things on the up and up, than not.
