Like the NFO...national farmer's union...you have tremendous power.
Governance, address policy, etc...all these things are within your sphere of influence...
and yet, you are a group of individual entities that are driven to maximize your individual profit.
So, no cartel are ISPs, to decide which numbers are routed and which are not...I think.

That depends on the definition of "we". _If_ transit operators don't
approve they only need participation from a handful of big networks to
render black/grey-market address-blocks useless. "We", as in everybody
else, can do little but watch should that happen.

Some people are willing to trade just about anything for a profit. That
doesn't mean that every form of profitable transaction must be
permitted.
