To put it simply, no, you can't do that.
For starters, ISP's like cogent are allocated blocks
Customers like Bard College that did not meet the
minimum requirements for direct allocations were
assigned parts of these blocks by their ISPs
Your original 192.76.239.0/24 was directly allocated
to you by ARIN (or it's predicessor) before the
minimum allocation requirements were put into place.
It is a "legacy allocation"
Your 192.246.229.0/24 was ASSIGNED to you by PSInet.
It was NOT "sold" to you. PSInet had no legal authority
to "sell" blocks to customers at the time, and in
fact, NEVER had such authority. (what they thought
they had is a different matter of course)
Cogentco took over the psinet name and for
whatever reason is still using it. At that time
they got the blocks allocated to psinet, which
included your assignment.
The only way to give you the 192.246.229.0/24 would
be for Cogent to give back the ENTIRE 192.246.0.0/16
to ARIN and for ARIN to split it up. That won't happen,
trust me.
Basically, if you want to get your own block, (I
am assuming you have a total of 4 /24's somewhere)
you can request a /22 from ARIN. You will need to
turn back in your legacy /24's to ARIN and your
assigned /24's to cogent. Yes, you will need to renumber.
You get a year to run both the new and old blocks to
complete your renumber. You also will need to be
multihomed, and you will need to register your own
AS number to be multihomed.
You also will need to begin paying the yearly fees to
ARIN for the portable block.
If you have the SLIGHTEST interest in doing this I
would advise you to do it IMMEDIATELY. Once IPv4
runs out in a few years, people like you who want small
IPv4 allocations will be frozen out of the process. The
reason is that any "brokers" of IPv4 that come about will
be dealing with large, expensive, allocations not small-fry
/22's.
