[arin-ppml] Address Range transfer question

Once upon a time, we acquired the use of 12 Class C address ranges from PSINet, 
which was went under and had some of its property acquired by Cogentco in 2002.
Shortly before it did, I got a signed letter from the PSINet Manager of Shared 
Services which stated:
"In accordance with the ARIN database, and the contract signed by your 
organization at the start of service with PSINet, these blocks were purchased by 
Bard College from PSINet
192.246.224.0  BARD-NET1
..... through .....
192.246.235.9  BARD-NET12"

These now show up in the ARIN WHOIS like this:

Can this be done?  Do we have any rights?  Has anyone done this?  What sort of
