[ppml] ARIN commments regarding Lame Delegation Policy

I agree with the point about the policy but I have submitted an ACSP 
item to suggest that lame delegations be managed on a per-zone basis 
and not per-network.  As this isn't a policy issue (to me) and we 
have other proposals that should be hammered out in a month's time, I 
don't plan to follow up on this on PPML.
