I will add to this that IPv6 is not a fully blown functionint
internetwork.. the early adopters are assuming some level of risk as the
go into virtually unexplored territory, They are also receiving less
benefit from the less densly polulated address space. They will be
expending more time and energy getting their networks fine tuned than
the IPv4 networks. IMHO it seems that early adopters should get some
kind of a break.
If you don't give people a break, or stroke their ego's or something it
will be hard to get any but the fanatics to jump on the bandwagon.

Cut off your nose to spite your face?
IPv4 and IPv6 are just like products. IPv4 is running out, IPv6
is the new model noone wants yet. When you want to push something noone
really wants just yet, you are going to have to give some of it away for
free. It seems removed from reality to think you can treat IPv4 and IPv6
the same with respect to fees.
IPv6 is a new frontier, if you want a stampede of people staking
claims and homesteading this new wilderness you have to be prepared to
give a little bit away in the beginning. Since this is the AMERICAN
Registry for Internet Numbers, you'd think the historical precedents
would be obvious.

Yup...you've had a free ride and are still getting a
free ride
administratively from ARIN and to think that privelege
should entitle
you to more free privelege seems removed from reality.
