Perhaps a hybrid of the two... Perhaps start by creating the ARIN  
NPOG and pass the
idea along to the other RIRs to adopt or not.  If there is consensus  
among the 5 RIRs
to create something similar as a global document, that could be done  
easily enough
at that later date.
