[ppml] Policy Proposal: IPv6 Assignment Guidelines - version 3

Michael,

I disagree.  We know that at some point someone will need a subsequent
allocation.  It may be sooner than we think.  Since we know it's going to
happen we need to have a policy for it.  Further we should try to have the
best policies we can regardless of how many allocations are currently being
given out.
