Which is a reason why I think last call should not be done on this
proposal right now and new revision should be provided first that
addresses concerns raised.

I support this proposal (as in adding PGP authentication) in general 
like I think most others at ARIN (and I guess same in the meeting),
but I can not support current version and as such can not support
current last call and respectfully request that BoT based on number
of issues raised before and "rare" discussion regarding this proposal
seen at last call refer proposal to AC for additional revision with
new last call afterward.

If this requires additional 1/2 year and new meeting, that is
unfortunate but I think this is worth the time for additional
discussions and revisions since we're talking about security & 
authentication features.
