If ARIN would maintain an IRR and a BGP feed of assignment
block range discriminators and publish a best practice document
on how to make use of this information, then the bogon problem
would go away.

Pointing out that some PI end users need more than a /48 
is not the same as making the case that the minimum allocation
should be greater than /48. If a PI end user has one end site
then they should get a /48. If they have two, then they should
get a /47. And so on.
