You never actually defined what the swamp is.
However, you seem to imply that it is a large block of
address space that is randomly divided into smaller PI
prefixes.

My suggestion of imposing a geographical plan on the
PI addressing will avert a swamp because it enables the
use of CIDR aggregates based on the geographical plan.
