As I understand the generally accepted meaning of the term SWAMP:

The collection of IPv4 non-CIDR allocations and assignments made
by legacy registries prior to implementation of CIDR, supernets,
and classless routing.

So... The swamp is, as I understand it, a significant portion
of the IPv4 address space including most of the assigned A space
less than 64, most of the B space below 171, and most of the C
space below 204.

Only if topology follows geography _AND_ PI!=portable in the
event that the organization relocates.  There are other
fundamental flaws (geographically diverse organizations
either need separate PI space for each area or must
pick one area and accept suboptimal routing as likely
for all others, etc.).

Nonetheless, I understand that you are determined to push
the geographical addressing agenda.  I think everyone on
PPML is aware of your position on this issue.  My intent
was only to correct your historical inaccuracy insofar as
it placed effect before cause and attempted a role reversal
between them.
