There may be a bit of misunderstanding over the issues in JP, so let me
add some words.
M & A was not raised as an issue in JP either, and it's probably quite a
rare case to consider for the proposal.
The current issues in JP are two:
+ Some impact over the existing LIRs are noted, expecially in
terms of expenses(1/2 LIRs face additional expenses of over
US$85,000).
+ Few LIRs LIRs expressed concerns that classless addressing will
lose the benefit of IPv6 over IPv4.
i.e, simplicity of network design and service specification

I must admit that the general feeling in JP is not favourable to the
proposal at the moment, but we plan to collect more opinions from our
operaters group as well as LIRs before finally fixing our position.
I will ofcourse update the outcome of the discussions here as well.
I hope we can continue the co-ordination.
