You have the names correct. You are saying you swung from 2006-4
to 2005-1.  FWIW, 2005-1 is the one moving to last call.

OTOH, someone who qualifies for V4 can easily get the V4 assignment,
then, roll that up in to a V6 assignment and all that requirement
really accomplishes is to unnecessarily increase the consumption of
V4 address space (IMHO).
