[ppml] Proposed Policy: IPv6 HD ratio/ Really public involvment

I realize that there are people who are completely opposed to top posting.

However, there are times when it is useful, and, times when it is confusing.

In this case, I figure it's not particularly confusing, and, it allows those
who have been following the thread to read the new material with having to
scan past or through the quotation, while still providing context for those
that start at this message.

In other cases, you'll notice that I tend to either intersperse or bottom
post when I think that the context is more important to my comments.
