It's just a strawman, but I was trying to think of some objective
criterion that said the applicant is a legitimate multihomer, not
just an address space squatter.  Better ideas are encouraged!

The main objection to using possession of an AS as the criterion
was that it would cause a run on the RIRs for new AS assignments.
