I'm not sure about ARIN policy here, but in RIPE, only multihomers do
get an ASN nowadays.

Depends on what the policy for getting an ASN is. If it needs
multihoming, then... well...

I don't think people will start multihoming just to get IPv6 PI space in
a landrush...
