Ed, does the language in the proposal now meet your request below:

4. Announcement of IANA Allocations 
The IANA, the NRO, and the RIRs will make announcements and update their 
respective web sites regarding an allocation made by the IANA to an RIR.
ICANN 
and the NRO will establish administrative procedures to manage this process.

This issue came up in discussing a similar policy for IPv4 by ICANN's 
gTLD constituency:

So, I'd suggest adding a sentence stating that "IANA will also 
announce the allocation to other interested parties."

This is something that IANA ought to do, not the RIR's.  The RIR's 
don't have the relationships with gTLDs, ccTLDs, etc., etc., that 
IANA has.
