[ppml] Allocation and reallocation

Mury,

I too like the succinct manner in which Leo has identified address blocks
below.  It produces some clarity.  I do believe that this is information
that should be included in a glossary at ARIN.  Terminology and its
explanation is an educational issue, it seems to me, and not an address
policy issue.
