I think there's probably a three step process here. First we need
to agree on terms, and get a glossary written up. Second, we need
to update the guidelines for writing a policy to reference the
glossary and use that to get everyone involved (policy writers, AC
reviewers, etc) to insist all new policy used the glossary defined
terms. Third, we should look at existing policy and any that use
terms not in the glossary should have search-and-replace type changes
(or, perhaps have the term changes integrated into other changes).
While Mr. Dillion wants an overnight rewrite into a fully self-consistent
numbered and indexed policy I think that's a bit much to do in one
step. However, I think the end point he wants to reach is a good
one, and we should support an iterative process to get them.
