Given the amount of time between now and the next
ARIN meeting, I think it is best to leave the proposal
writing until later. And then I think we are better of
if a draft proposal gets discussed on the list well
before it becomes a formal ARIN policy proposal.

Otherwise we risk having too many variations on a
theme presented at the next meeting.
