End users are not LIRs. ISPs are. This is how those blocks are classified
now. That is the difference between Allocation and Assignment today. ARIN
allocates to ISPs (LIRs) and Assigns to End users. LIRs Allocate to client
ISPs (subsidiary LIRs) and assign to end users. The blocks carry the distinction
of the organization to which they were either allocated or assigned. The
distinction, however, is made at the organization level as you suggest. There
is no change in what you proposed from what exists today.
