That is merely because that is the way business has been done in recent 
times.  Before any allocation policies were even in place the standard 
practice was to go to the InterNIC to get address space.  Granted there 
were far fewer companies connecting to the Internet, but that is the way it 
was.

My point is that it is a fallacy to think that by making a drastic change 
to our allocation and assignment policies there will be no change in the 
general behavior of those connecting to the Internet.
