A little history here.
Who here remembers the days before ARIN started? The major complaints
about the InterNIC registry were related to the fact that there was very
little if any way for public input into policy and procedures. When ARIN
was started the idea was to fix that (along with cutting the cord with NSI,
but that's another issue).
Perhaps ARIN has gone too far the other way, requiring too much stuff to go
through the policy process. But where should ARIN draw the line?
