Every organization *should* be willing to communicate.  Allowing them to
opt-out just rolls over and lets organizations "get away with" being
non-responsive.  That's a problem which would only be made worse by
legitimizing non-responsiveness.

I'd rather have non-responsive contact addresses, or even outdated contact
addresses, than to just say "it's OK, you don't have to have any address,
nobody will mind".  At least with the former you have some chance of
tracking something down.  Saying that organizations should be allowed to
have no listing seems like completely the wrong idea.
