Both documents are insufficient.  They have succeeded in localizing
the problem to a few big offenders and a lot of little ones, but
they have failed in their objective of reducing the burden of UBE
and other threats like worms, viruses and Trojans.   The reasons for
this are easy to understand I will have something for this group to 
munch on shortly, explaining why these documents have failed and
offering a solution.
