[ppml] Open discussion on Policy Proposal 2002-2

During the Final Call for Policy Proposal 2002-2
(http://www.arin.net/policy/2002_2.html) there was discussion
that the policy implied standards processes bodies other then 
the IETF might be used and that the IETF regards of itself as 
the standards body at the IP address layer. Due to this 
discussion the ARIN Advisory Council voted during a meeting 
(conference call) on Nov 22 not to forward Policy Proposal 
2002-2 to the BoT for further consideration. The decision was 
to post the policy back to the PPML mailing list for further 
discussion to aid in resolving the issue mentioned above.
 
So in accordance with the ARIN Advisory Council's decision we
are asking for further discussion on Policy Proposal 2002-2. 
We are specifically looking for guidance on the issue above 
and ask that any IETF or IAB members provide input if 
possible. Thank you.
