This is a new iteration of the old routability vs. address
conservation dilemna.  Unfortunately, the above statement implies
that ARIN should not only guarantee routability of a block (which
it has always stopped short of doing), but also guarantee 
routability of prefixes deaggregated by the registrant.  Probably
asking a bit much.
