[arin-discuss] ARIN billing practice

It's not a question of whether or not they are spammers.   It's a  
question of whether or not they have a known bad payment history.    
Like any entity which collects money, ARIN knows who doesn't pay their  
bills.   ARIN shouldn't provide allocations to them.
