It is my understanding that splitting netblocks or gaining netblocks via an
aquistion or merger does not matter.

In all cases netblocks are to be returned and reassigned based on the new
entities qualified requirements.

ARIN's has made this position very clear. If case should arise wherein there
becomes numerous repeated aquistions and mergers. Then the network and
netblocks would be owned by the Big Dogs and there would little that the
small business and system users could do or say about.

Moreover, there would no longer be an ARIN either
