Owen, for clarity -

Regarding the election notice requirement, we¹re assuming
you are referencing ARIN Bylaws Article VII Section 4B which states:
 
³The membership shall receive electronic notice at least 30 days in
advance of the election and will
have ten (10) calendar days after the Election Period opens to
electronically cast their votesŠ²

 
ARIN has always sent this notice in advance of the voter slate cutoff,
reminding voters of the upcoming elections as well as soliciting
any possible updates to their designated voter.  In 2014, ARIN sent these
notifications in July for the elections that opened in October.
 

As the language above reads ³at least 30 days in advance², there appears
to be no conflict, as ARIN will always send such notification in
advance of the voter eligibility cutoff date.
