[ARIN-consult] Community Consultation on Election-related Bylaws Changes

I agree that the current language ALLOWS ARIN to deliver the notice prior to cutoff. I would prefer that the bylaws REQUIRE ARIN to deliver the notice prior to the eligibility cutoff.
So while there is no conflict per se, I do believe there is room for improvement.
