Hi John,
That depends. Should ARIN be capable of providing the public oversight
function that the USG wants to shed? Vote per share and similar
sliding-scale representation schemes are incompatible with providing
*public* oversight. Were ARIN to align itself with representing the
*members*, some independent oversight agency would be needed.
