Let me try to reduce the confusion:

No new terms needed.  ARIN is for Internet Protocol Address Assignment
and Registration.

Names are indeed delegated elsewhere. (with the sole exception of delegation
of subdomains of .in-addr.arpa.)  See the IAHC mailing list.
