I suggest that you take your ASN Application to George Strawn
of the National Science Foundation. George and Don Mitchell oversee
the Network Solutions, Inc. contract.

You will find that they can help you obtain Internet resources in 
days rather than "months", years, or never.

If they can not help you, then the following Road Map might help.
