Hand-waving.

The concept that an allocated prefix may be unroutable has
nothing to do with ARIN, APNIC, or the RIPE-NCC.

The reality of the concept stands alone. A registry cannot,
in no way, embody this particular principle, but it can
certainly remind it's customers of the fact.
